Are the Easy Access agreements for HBO and universities the same?

The Easy Access agreements for HBO and WO are largely the same, but there are a few notable differences:

Number of pages: Universities may use a maximum of 40 pages or 20% of a work. Universities of applied sciences (HBO) may use a maximum of 50 pages or 20% of a work.

Number of images: Universities of applied sciences (HBO) may use a maximum of 50 images in (PowerPoint) presentations. However, there is no limit to the number of images for universities (WO).

Reporting: Universities of applied sciences (HBO) must hand in an annual report, including information about copyright infringement (especially reuse that exceed 50 pages).

Task force: In addition, universities of applied sciences (HBO) has a special task force on the Easy Access agreement. This task force has been organized by the Network of Copyright Information Points in the Netherlands (NAI-hbo).
